Not only probably due to how easily it would BTFO their workforce crunching under The Jewkemon Company's insane yearly demands of fresh new content, Masuda probably has it in his head that more Pokemon numbers = more disinterested casuals. He fears the 1000 because it would show a vast world that is impenetrable to newcomers. He hides it all with various smokes and mirrors like Megas/Gigantamax/Region forms and lowered amount of new Pokemon since Gen 6 (70-80 mons minimum). He has established a framework where Pokemon can no longer just be Pokemon, a natural world where new things are discovered and expanded upon in relation to pre-established conventions, it has to be a solar system where Kanto is the Sun in the center and all the other planets are just orbiting around it. When you go to a new region now its just a Potemkin village for Kantofags on a guided chaperone field trip tour.

Honestly its so fucking sad how rotten the core values of Pokemon has gotten just because of one fag's insurmountable insecurities about the cash potential of a franchise. No other video game franchise has this issue.
