mustard beedrill is that playing cards that specifically cut your hand down reward you with a knockout on a vmax while Empoleon will just get you a 160 HP basic into play that snipes for 60. Even if it was draw 7 I still don't think it would see play since incelleon engine is so much more consistent for cards and sniping.
