I tested on 3 Phantom Forces packs and 2 of them were busts, but the last was M-Gengar, so that's when I figured it was worth it.
36 dollars translated into ~80, so risk of miscalculation (like in the 2/3 bust from the phantom forces packs as my first test) seems really worth it.
This is probably the best 8 dollar purchase I've ever made.
