To defend that somewhat, there isn't that much variety when it comes to types, unless you want the gym leaders to have repeats of the same pokemon to pad out the battle, or the gym leader in the second part of the game uses a super common type like water, I can see why they would only include 3 pokemon. I just wish they were harder, and had better movesets/maxed out IVs and EVs for a better challenge
