Buffing Onix in these ways allows for multiple things. Rock/Ground stab is actually very useful offensive typing, but currently only is given to shit slow/defensive pokemon. This is a very good niche for this typing and rock types in general. Canonically Onix is a very fast pokemon based on dex entries and burrowing patterns. Onix is still generally worse than Steelix due to its typing being horrendous defensively, but the vastly different play styles each offer allow for trainers more choice in their evolution. It also makes the Metal Coat item canonically consistent for Scizor and Steelix as a item that grants steel typing and defence while not raising BST. Even with an eviolite, Onix isn’t particularly broken, being comparable to Rhydon who is the same typing and has better defences. These changes not only return Onix to being a respectable pokemon, but restores its place as a pokemon to be utilized by rock type trainers.
