Litwick is *just* a candle; Lampent is *just* a lamppost; Chandelure is *just* a chandelier. There are no other elements present.
Now if you look at the detail here, which you will find in the official art too, there is one sense some detail, but in the other sense, a lack of detail that most all Unova mons suffer from.
For example, Litwick has the "detail" of melting wax here. However, it lacks the "detail" of a wax texturing, or more complicated melting pattern. It is again a collection of simple shapes, simply shaded and colored.
Chandelure is the same deal. It has the curves and lines of a "detailed" chandelier, but there is no texture. Even its arms look more like lightbulbs than they do open flames.
So yes, the design is just as simple as everything else.
On top of that, all they are are will-o-wisps possessing lamps. This is like if Rotom was just its appliance forms and if there was no base Rotom.
This style of design wasn't a thing before Gen V, even with Drifloon, which aren't actually balloons, and only marginally appear like them. They were first and foremost, ghostly bodies---not haunted objects.
