I'm under the impression that TPC aims to appeal to international audiences. They see brown hordes; they make brown characters. We know they pander to regions judging by how Bea's Taekwondo was censored on every website but the Korean one, although Game Freak even fucked THAT up by giving her a Korean handshake in-game, provoking netouyo anger that TPC wanted to avoid.
Didn't really care in Unova because America, and one of the gym leaders being Aunt Jemima and married to a white guy is hilarious.

This time I do care though. Galar has gone too far. A region based on Britain is practically run by brown people, with the League Chairman and Macro Cosmos owner, the Champion, and the second best after the champion all being brown. One of the national legendary pokemon is also guaranteed to end up in the hands of a brown kid. Tragically accurate, though.
