N is an extreme example in-game, being raised among pokémon almost exclusively thus understanding all, but even Ash and Mina in the anime are shown to be able to understand their partner's vocalisations (Ash telling Poipole, Pikachu said its messing around was ticklish and Mina being able to tell everyone what Ribombee was feeling from others).
