Making the Pokemon with the weakest Physical stats in the game perform absurd feats of physical strength is a good joke. And given that they've been compatible with HM04 Strength since Gen 1, Chansey being able to move massive objects isn't completely inaccurate to the games either. If we high-ball the Strength boulders presented in later games as cubes of granite three meters across on each side, any Chansey can be trained to shift over 70 tons of material.
This also further underscores the point that base stats are completely useless when it comes to estimating how strong Pokemon are beyond mere gameplay mechanics. Lore would hold that Pidgeot can fly at Mach 2, while Garchomp's whole deal is flying at Mach 1, yet regular Pidgeot has always had a lower base Speed stat than non-Mega Garchomp... and both have worse Speed stats than Rapidash, who tops out at just 150 mph/240 kph. In the same vein, Onix aren't actually supposed to dish out weaker tackles than Joltik despite Joltik having a higher Attack stat. Brock's Happiny was a genetic freak and not normal, but a Chansey (same base Attack as Happiny) moving that same boulder while Piplup failed is technically game-accurate since Piplup cannot be taught the move Strength by any means while Chansey can.
Not gonna argue about how they'd match up against Digimon though, I haven't seen enough Digimon to make a good argument either way.
