Pokemon doesn't need voice acting, but it does need to do away with the silent protagonist. Let's face it, the last time a Pokemon protagonist was truly a self-insert was Gen 4. Since Gen 5, they've been their own characters that you're simply able to name and customize.
TPC also hasn't been afraid to give them "canon" personalities, so keeping them silent serves no real purpose anymore and undercuts the dynamics they're supposed to have with other characters. Your "friends" and "rivals" are practically the real protagonists since they up whenever something remotely plot relevant happens to talk on "your" behalf
