He's not near my tippy top but I think I speak for many, outdone by Donphan since 1999.
What made D/P so great though was the new abundance of moves and held items generally being spread so wide that you could find SOMETHING for most shitmons to do if you absolutely insisted on them. Say, Sandslash can sand-dodge and later sand-rush (should have got that in Gen 4, but you can say that about many, many things) so it is not entirely devoid of means.
