Chespin and Quilladin can't learn Tackle in Gen 7 - for whatever reason, they learn Vine Whip at Level 1 instead, then learn Vine Whip again at Level 5 if they've already forgotten it. Chesnaught can still learn Tackle via the move relearner.
Quilladin is particularly weird because it's listed as learning Vine Whip twice at Level 1 (in addition to the one at Level 5), which is completely pointless. This actually got addressed in USUM, with one of its two Level 1 Vine Whip entries being removed, yet they didn't bother giving Tackle back to it or Chespin. Thanks, Game Freak.
