I'd say you can cut your teeth on either simplistic images with <4 colors or trying to edit/copy existing sprites and styles
pixel art relies a lot on intuition and knowing how the human eye fills in the gaps, as well as knowing how to work with limitations in size and color
the more constraints you put on it it becomes more and more like a puzzle instead of an art piece
