I have a feeling GameFreak knows how to make a decent Normal/Flying type. They did it with laser focus for Staraptor: even with his low BST the stats and moves he needs are all there.
It feels like they almost made Unfezant purposely lackluster (good attack but special movepool, no Brave Bird or similar moves) because there were so many other Flying-types to choose in Unova.
They also seemed to try making Braviary "good but not Staraptor", evidenced by his high stats and wider movepool, but it came at the cost of too little speed and Superpower instead of Close Combat.
Fletchling needs to be fast and strong, and they'll probably try to set him apart from Staraptor somehow. My guess is either making him a Special Attacker or giving him a particular type of niche (like multi-hit moves, priority, Technician, whatever).
