I feel Emerald offers a more solid game with great single player postgame, while ORAS is more interested bells and whistles like Dexnav (which is GREAT, don't get me wrong) and works to make the game more cinematic and story-driven, which is sometimes good and sometimes annoying. It also of course has online which is a big deal for a lot of people.
If you value a solid single player experience or hold postgame as important, and I personally do, I think Emerald is the better game. If you think it's better to play a more up-to-date game, like story over gameplay, or mostly only care about multiplayer, then I suppose you'd prefer ORAS.
I'm still hoping we get a Delta Emerald that brings everything from Emerald into Gen VI. Game Freak really dropped the ball leaving those things out in my opinion.
