From the very first season of Yugioh it's revealed that more than half of the monsters were based off the actual beings in ancient times.
Red-Eyes is never seen but the general idea is that all normal monsters with flavor text of the first Yugioh story are real monsters, while fusions and about 50% effect monsters were simply original card creations. The majority of GX and 5Ds monsters are just card monsters, while only a few plot related beings are ACTUAL real ones.
