Their most defining trait is devotion to their trainer, and any Kirlia that went long enough alone to evolve without one is probably instead acting as a very devoted guardian of their territory. You'd just never see them, because they can sense the emotions of anyone coming and teleport away.
Gardevoir in urban environments would probably be seen as beneficial, if somewhat odd. Did you come home and find you're missing some food, but the dishes have been done? Is there a warm spot on your bed, like someone was just lying on it, but it's been neatly made up? Or maybe you found something broken, and an odd collection of fruits, candy, and a handful of random bills and coins left in a pile next to it as if in apology? You may have had a Gardevoir visitor.
