>>51467704I'm kind of in both camps, i see her not as the absolute strongest trainer, but simply as the strongest trainer besides the protagonists, she's supposed to be ultimate challenge. Leon just doesn't fit as well for this role, he's basically just your average player character but presented as a NPC.
