It's always bad. No team with starters gets above a 4. Every starter is one point you don't get.

Every gen has at least 1 alternative of the Grass/Water/Fire types that are better or equal than the starters. While also being more interesting.
This is especially true in Gen 5 where all the starters were shitmons, and Gen 4, where there were no Fire types to be found, and Infernape is actually decent.
