In that version of the story, Richie also had a Charizard, and when it came down to 'zard vs 'zard, Oak at first was excited to see two high level Pokemon in a novice's league (which also clarifies that the newbies have their own league). Ash also couldn't control Charizard in this manga either, but in this case what happened was that Ash's Charizard went completely out of control and started seriously injuring Ritchie's Charizard. Ash was forced to recall his Charizard before it kills Ritchie's, which defaulted the victory to Ritchie.
