And technically you beat Pokemon when you become the champion, as that is the endgoal of every game. Everything that happens after that is technically post game as there is no more story to progress. The only thing that ties back to Team Rocket is that one foreign grunt in Cerulean. It's just that Johto's postgame has a lot of battles and cities to discover in comparison because they were supposed to be the last games. Saying it's not postgame is like saying the Delta Episode in ORAS isn't postgame. You even get credits after doing the Delta Episode.
