They need coddling to get strong, so that shows he is willing to put some work in. But they also have that "evolve and get strong fast, fall off later" thing going, that reflects on Guzma too. Does he train Bugs because he enjoys bringing out the potential of a Route 2 piece shit and showing people what they're capable of, maybe seeing himself in them? Does he train Bugs because they get comparatively strong fast, because he’s still just a Bug Catcher at heart who won’t invest the time into training a Pokemon longer? Either way, it's an interesting type they picked for him.
