Misty is in her element being loud, brash, assertive, and highly physical. Her hobbies are swimming and fishing and she's proud of her fighting ability. Doesn't mean she's not a girl, but it's a difference in overall attitude.
Those people pointing at her gushing over romance or being scared of bugs or clinging behind Ash and saying she's not a tomboy don't really get it.
