At least in some quintessential example like DBZ you've got dudes who throw down with each other personally, trying to powerscale a "trainer" is so vague and indirect (especially in a franchise where Pokemon are unambiguously as strong as they need to be at the moment, regardless of inconsistency) that it means nothing
