It's not about "slots" it's about time, money, and resources. For every bit of time they took to design and make these forms (with undoubtedly a few throwaway designs or designs that had to be re-tuned) that's resources that could have been spent instead trying to bring other Pokemon back into the game. Games run on budgets and deadlines, and wasting those resources on a feature like this that will be forgotten (like all those Vivillion forms) is a spit in the face when they tell us they don't have the time or resources to bring back Pokemon or work on better animations or anything of the sort. Some of those changes even fuck the series long term - like fucking SKY BATTLES (pic related, nice "standing" her Xatu is doing there).
In the end, all this tells us is that James Turner probably prioritized making an extra bucket of cum to implementing features that would actually be appreciated by the core players.
