As I mentioned in my initial post such types of content feels rare, though I suppose it's possible that there is a treasure trove on Pixiv, Japanese Twitter, or some of the other new or obscure Japanese art sites. May just be a case of who the majority of artists are for the type of art in this thread. If they're women it could explain some things since I believe fetishes are less of a thing for them. Yeah, it's definitely an obscure thing, if I hadn't seen it when my tickle fetish was forming it probably wouldn't have stuck in some corner of my mind. Though tickling machines in general are more common in Japanese content. But for Pokemon it's just some obscure card from around the beginning that may or may not be inspired by the anime.
I didn't know or remember such a thing being in the Dratini episode since I've never seen it myself, though I was reminded from the artist you shared that there is a tickle scene with Ash in one of the episodes leading up to the Indigo League. Not sure how things have changed, but I feel like years ago when Sun and Moon were airing that it was still possible to find subbed episodes of Pokemon from the only group who had been doing it since at least Hoenn. They didn't do every Kanto or Johto episode to my recollection, but episodes like the Dratini one or Porygon would have probably been on the top of their lists. At the very least I can imagine the former being easier to acquire than the latter.
