If you don't know what to do with Smeargle, the sky is literally the limit. Check
Smogon for its most common movesets. You said you know very little about competitive, it's not that hard to get into but mostly relies on booking up on knowing what to do with a pokemon, then sucking a lot with different pokemon until finding a strategy that works. There's a ton of "how into competitive" guides online, I'm sure.
I'm not huge in the competitive scene either, but I'm doing my best to really get into it now.
