Spearow is based off of a sparrow. A sparrow is a bird. Noctowl is based off of an owl. An owl is a bird. They're both obviously based off of birds. However, a sparrow is not an owl. They're both birds, but they're distinct.
Fennekin is based off of a fox. Foxes belong to the canidae family. Dogs are within the canidae family. However, dogs are not foxes. Dogs and foxes are not in the same genus. You would obviously not call them identical. The zodiac makes this distinction by using a dog and other zodiacs have made distinctions between foxes and dogs by including them both. Therefore, Fennekin doesn't fit this classification.
