On the other hand, I feel like if they didn't stack they would have added text clarifying if there are other effects on this Pokemon ignore those effects, use the higher value, use the lower value, this ability has no effect, etc. My gut tells me it should stack with Tools and they were just trying to be helpful by cutting out the math.
