The listed size is it's height, not it's length, as can be seen in pretty much all iterations of the mon, including official size rankings. Picrel for example, it's meant to be massive. You can see the actual size on the mobile Pokemon Home app.
Even though it's smaller, HAvalugg is still supposed to be considerably larger than that-- it's head should be just slightly below the players head, and given that it's a much wider pokemon than it is tall, its overall mass should be much greater. IIRC, in PLA it was closer, but still a foot or so off in height.
