Its got a very strange moveset and an overall "story" of sorts that has slowly been expanded by many games. The biggest being that the Spinda species know that they are weak in terms of battle, but they have the heart to keep going and trying on behalf of the Trainers they care for. Its a little too "fanfiction" in terms of what is and isn't canon, but the context clues really push for it.
Back when hidden abilities where introduced, there were called "Dream World" abilities correct? Implying its an ability the Pokemon dreams of. Even comes with Super Power to pair with Contrary. I believe it is showing the want to be stronger and change for the better. The countless spots and the exactly 360 in stats is wonderful, but all the smaller things is what sells it for me.
One of my favorite facts? Spinda is the only Pokemon to ever get the move Spotlight by breeding. And only with a Smeargle that has learned it form Sketch. Spinda is a very cute and well thought out Pokemon with tons of love scattered around the franchise. It will be my all time favorite, forever.
