Paul is a pure pragmatist who treats sentimentality with contempt and only cared about results. He was basically a meta gamer. So he would never choose a full team of Pokemon Ash had faced before because that would give Ash an advantage.
Meanwhile the entire reason Paul always got so deep under Ash's skin is because the consistent results Paul produced by abandoning any Pokemon he considered weak challenged Ash's belief that catching and training a Pokemon is meant to be a commitment. So Ash HAD to use the same team he lost to Paul with at Lake Acuity to prove that he was right to not give up on his Pokemon just because they underperformed before.
