This... this doesn't really make much sense.
If it tried to look like a mermaid, it failed. At least, in my eyes. Not making this a fact in any way, it's merely a opinion.
If it tried to look like a female sea lion... yeah, it kind of failed in that sense as well because female sea lions aren't usually this thin, but I guess we could pretend they are, at least in the pokemon world. Not everything needs to be realistic, even although I'm more inclined towards that side more.
It's... awkward to say the least, I'm not entirely sure what it's trying to be. The closest I've gotten to is it being based on a siren, which is what everyone addresses it as. It's mostly the tail that's not making much sense here as well as the exaggeration on details, like having perhaps too many veils. I can at least make sense of the spikes, if they help underwater.
I feel like it's a bit underwhelming too in the sense that it tries its best to not be as much as Popplio as possible. Maybe it's playful, I'm not sure? At least it kept some details of the first form, but at the same time, feels like it entirely changed. I'm hoping it didn't.
We barely even know about her, so we can't exactly lay judgement on her, but for a first impression, it sure didn't leave me all that impressed despite the implied shock value here. Her elegance feels a bit forced and not all that authentic in regards on taking the most advantage of a sea lion in general instead of tacking in things.
