Well, there really isn't any FE/NE mons like that, Eldegoss is pretty close and matches the whole peaceful Hobbit/Halfling personality, I know she's not as human-like as you wanted but sometimes you have to make do with what you currently have, also Hatterene fits the size(She is actually extremely small under all that hair) and is pretty human-like similar to Gardevoir and Tinkaton but her personality is way off what a Hobbit/Halfling will act like except if they were to become corrupted/evil.
