But Given how bad his stats are I think he should get the special treatment of Zygarde, Rayquaza, and Beedrill and get a move that can activate the mega evolution and also some Max-mining and HP shifting.

Set up evolution turn even on a Stealth Rock with NoN thanks to Fake Out, Priority Ice STAB with Shard, and he can start rolling your shit. His slow speed and high weight protects him from the brunt of Steel 4x attacks like Heavy Slam(except for Celesteel) or Gyro Spin.
