Actually, its confirmed that this requirement is only for the first gym. The other gyms have unique entry tasks, similar to trials in Alola. The Gym Guide is there to make sure new players understand the type advantages, a necessary decision due to the fact that Starters traditionally teach this lesson to new players, but LGPE will have only a Electric and a Normal type Pokémon to start with, meaning the advantages of having an advantageous type needs to be taught elsewhere early in the game.

Actually, the levels in the trailers have been shown to be universally equal or actually HIGHER than the Gen 1 counterparts.
