Zapdos has an awful design, there isn't any justification for it. Even if you consider the fact that it's the spirit of lightning or whatever, there are other Pokemon that portray it better (see Jolteon or Zebstrika) that also make anatomical sense. Poor Zapdos can't flap or fold its wings - do you see any connecting feathers/anything resembling feathers? Those things are stapled to the side of its body.
