Gen 1 was a lot rougher and less friendly for western kids at the time, like many other RPGs in those years, it's the only game where a pokemon actually dies afterall.
Back when the only source where the games themselves, the image you would make in your head was more like this short and less like the original anime.
At the time this wasn't expected to be a huge success so they didn't bother to soften it for the western market.
The huge global success and the anime changed the direction they went with the games from that point.
I'm not saying it was better then or now, all I'm saying is that's the reason this short comes of as rough and brutal.
Apart from the mega evolution stuff, this short did an excellent work recreating the feel of the first games.
