Hoenn is mostly water, with many small towns designed to impact the environment as little as possible. Rusturf Tunnel's project was cancelled to keep from disturbing the Pokemon. Places like Foretree, Sootopolis, and Pacifidlog are practically embedded into the landscape. etc. Maxie is a nerd who wants more developed society and infrastructure. Summoning Groudon and setting the Earth on fire is stupid, but I kinda sorta get his motivation.

Lysandre used to be a philanthropist, but Kalos is full of elitist jerks and wealth disparity. Everyone treats you like trash until you have the right status (Style system, Battle Chateau Nobility system). Post-game story is about a girl living on the street. etc. He tried to be a hero, but became the villain. Like summoning Groudon, the doomsday laser is also really dumb. But like Maxie I kind of get what they were trying to do.
With Cyrus I never understood his cynicism. Sinnoh is pretty wholesome.
