Cole is a pokemon battling prodigy from an unnamed region. He wants to own pokemon but in his region, trainer licenses are only granted to people 25 or older.
Impressed by his skills, a trainer school from another region offers him an all expenses paid transfer. He's about to reject but is tempted when they added a hefty stipend and an opportunity to have his own pokemon. While this region is known for its economic instability- the pokemon league declared bankruptcy and had to be rebuilt ~5 years ago- the allure of catching pokemon (and a stipend) was too tempting to resist.
