This can allow for extremely efficient communication. A trainer requesting an attack could convey specifics (even unintentionally) about how the attack should be used, where it should target, and maybe a followup, but there are limitations as well. How densely intent can be packaged and how much a pokemon can actually process are highly dependent on the sender and receiver. Pokemon are also limited in what they have context to understand. Just like children won't understand advanced math just because they recognize the words being used to explain it, pokemon won't necessarily be able to understand concepts they don't have the foundational knowledge to grasp either.
