Has Electabuzz/Jolteon/Ampharos/Electrode/Tentacruel (it was shown generating electricity in the overworld and it knows Thunder so it fits). Upon defeating him I'm given Leftovers and a TM for Zap Cannon.
Oh, and I forgot to mention, I got to a level in which Eeveelutions learn a decent elemental move so I evolved Eevee several times, using the "De-Stones" I picked up along the way to devolve and evolve again. Now I have Flame Wheel, Spark, and Aurora Beam on one Pokémon.
