Especially considering that he can't do much to most prominent Pokemon who carry it. Rock types aren't his battle, and you'll have to be aware of it against foes who often use it as coverage and can't be outsped and knocked out. It's a drawback, but not a death sentence to uselessness on its own. Now it comes up to the stats and movepool to make or break the difference.
And yeah, sure it's going to be special. Assume I said Gardevoir, Manectric, or Alakazam. I'm speaking as a die-hard Pidgeot fan: it needs to prove its worth to run with the big boys. Hurricane is a good start though. It's definitely going to be an upgrade and may have some degree of viability.
