But first, lets go over the attributes of the average TR grunt

>Greedy
>Devoted
>Lacks resources
So, when the new greedy grunt shows up to sign up one of two things will happen
>He will have no rare pokemon, being poor and dumb
>If he does, officers that out rank said dumb grunt will try to requsition said pokemon.
This leaves team rocket with a problem. It has a load of groundmen with little to no good pokemon of their own.
This leaves team rocket management with two options
>Give good pokemon to possible idiots
>Outfit them with shitty, easily avaliable pokemon.
Of course option one, despite expense seems like the sensible option if you're going for world domination, right? I mean, the reason TR WANT rare pokemon is for the tactical advantage.
Option two sounds like a false economy from the get go.
This is, of course, unless you can use a simple method to make option two more effective than the first.
On the assumption that most grunts are niave, inexpeirenced, dumb, or all of the above; how could you create a very simple strategy in which they could gain the advantage over average trainers WITHOUT confusing the grunts with fancy type match ups or hard to train pokemon?
Well, how about create a simple type synergy set-up that could beat most trainers.
Normal
>No complicated type match ups due to normals near ubiquitous ability to hit things
>Raticate learns powerful moves at relatively early levels
> Weak to fighting
Poison/Flying
>Quadruple resists fighting
>Supersonic is babby's first support move
There you have it /vp/. Raticate and Golbat create the most cost effective team kit-out possible.
