If you look at their distribution, you can see it's really a flavor thing. Most of the mons who received Leafage could never learn Vine Whip in the first place. It either replaced Absorb (the other early Grass move) or became the Pokemon's new first Grass move, which before was the more powerful Razor Leaf and/or Magical Leaf.
So yeah, Grass types now have four beginning options, depending what fits them best.
Water types get Water Gun (or sometimes Aqua Jet) as a starting move, no matter the design.
