At least you encounter Milotic in trainer battles which would at least pique your interest, Chimecho doesn't even have a trace of it existing apart from that one patch of grass. And then it becomes a semi-rare run-of-the-mill Pokémon in Gen IV with a common pre-evolution.
It seems like Gen III had a ton of strategy guide bait, with the Regi puzzle, Feebas catching, Chimecho and most of all Mirage Island.(which 99.99% wouldn't ever see anyway)
