This is a dolphin grass starter. (just an edit of a dolphin I saw posted here)
This follows the ""pattern"" set by gamefreak with the grass starters, in that they're all progressions that tie into era's in which the animals they are based on were dominant in.
Eg, bulbasaur is a synapsid, they were before sauropods (chickorita) which were before theropods (trecko) which were before turtles (turtwig) which were before snakes (snivy) which dominated before small mammals (chespin) which dominated before birds (sages shitmon). After that there isn't a whole bunch, but mammals did return to the sea then. So here we are with a dolphin that's kinda based on early dolphins (had legs).
