Reading his biography it becomes crystal clear that the whole premise evolved from his own childhood, verily indeed his biography starts out with him dreaming of being a child again and instead of bugs he finds Pokémon. Pokémon are the little critters Satoshi Tajiri caught as a child, the little critters that he took care of and studied and captured so that's why Pokémon are the way they are, they're idealized fantastical critters based off the ones Satoshi caught as a child.

Pokémon act the way they do because they represent the critters that Tajiri interacted with as a child and also because he himself sees Pokémon as creatures that are like cats and dogs.
