The only non-flamingo thing about it is its collar. Toucannon is an animal-like Pokemon, but it's still a Pokemon. It has a differently colored beak and a distinctly angry expression on its face. Pidgey is literally just a bird, but because of its angry eyes, it too is a Pokemon.
