A bad ranked winrate definitely means they're bad, but a good ranked winrate still doesn't mean much, maybe they got boosted by playing in duos/trios and when they play in solo they're turboshit for example, or maybe they're a smurf and their winrate is inflated by the first 30 bot games this game makes you play.
